AbstractBahr's article mentions two organizations that were viewed by some during World War II as German exile governments: the National Committee for a Free Germany (Nationalkomitee Freies Deutschland) in the USSR and the Council for a Democratic Germany in the US. The author focuses on the American Council, of which Paul Tillich was the chairman.
