AbstractThree basic attitudes among the Axis powers exhisted toward Germany since 1941: the attitude that punishment was necessary to eliminate Germany's military might, the attitude that punitive measures should be taken in order to reincorperate Germany into a piece-loving world, and the attitude that Germany should receive immediate political and economic bolstering to transform the country into a "bulkwark against communism." All of these approaches came to be known through the Morgenthau Plan and through the media efforts of Henry Luce, who used his influence as editor and publisher of TIME to proclaim his Republican and anticommunist stance. Performing a grave disservice to Germany, he reccommended and supported the idea that Germany should rearm as quickly as possible, undermining the peace-making efforts of the Axis powers.
